For 2019, all vehicles registered to an address within the Village will continue to require a vehicle sticker. Current vehicle stickers expire on July 31. It has been the intent of the Village Board during both referendums (November 2018 Home Rule and April 2019 Non-Home Rule Sales Tax referenda) to raise enough revenue to provide for our core services and fully fund our infrastructure obligations, while maintaining balanced budgets and healthy reserves. The November 2018 Home Rule Referendum did not pass. Had it passed, under home rule authority, the Village was projecting large surpluses due to raising enough revenue from truck parking, fuel taxes and other home rule user fees in addition to the 1% sales tax. With home rule authority, the Village Board would have raised enough other revenue to eliminated the requirement to purchase a vehicle sticker had the home rule referendum passed.
With home rule being voted down, the Village Board placed the 1% Sales Tax Referendum question on the April 2 ballot, which did pass. With the passing of the 1% sales tax, a funding gap still exists and the vehicle stickers are still required to help fill this gap.
We recognize the inconvenience and hardship that may exist with the vehicle sticker. As a result, we will reassess the program annually in conjunction with the budget development process if elimination of the requirement is possible and/or reduction of the cost to procure a sticker is appropriate. We encourage all residents to get involved with the budget process to be a part of these discussions as we move forward.
The Village has invested in new technology to more efficiently administer the vehicle sticker program to reduce staff hours and to ensure greater compliance. With this, letters will be mailed to residents reminding them of the requirement to purchase stickers for their vehicles based on records from the Illinois Secretary of State. If the system included your vehicle(s) in error, if you no longer possess a vehicle or if the vehicle is not registered to an address within Lemont’s corporate limits, please contact the Finance Department at (630) 257-1550 to have the vehicle removed from the database.
