Executive Order 2022-06 (COVID-19 Executive Order No. 101) - Governor Pritzker has issued Executive Order 2022-06. 

Section 2: Face Covering Requirements of the order provides information on masking requirements for all residents, staff and visitors at long-term care facilities, congregate facilities, and in healthcare settings, regardless of vaccination status as well as on public transportation. 

From the Order - Section 2: Face Covering Requirements.

  1. Sections 1(a) and 2(a) of Executive Order 2021-18 and Section 1 of Executive Order 2021-22 are hereby rescinded.
  2. All long-term care facilities in Illinois must continue to follow guidance issued by the CDC and IDPH regarding the use of face coverings in congregate facilities for those who are over the age of two and able to medically tolerate a face covering.
  3. All individuals, regardless of vaccination status, shall continue to be required to wear a face covering (1) where federally required; (2) on planes, buses, trains and other forms of public transportation and in transportation hubs such as airports and train and bus stations; (3) in congregate facilities such as correctional facilities and homeless shelters; and (4) in healthcare settings. This provision does not apply to buses or vans operated by public or private school systems, including buses or vans operated by early care and education/child care programs.
  4. Nothing in this Executive Order prohibits an individual from choosing to wear a face covering or a public or private entity from choosing to require face coverings in certain settings.
  5. Nothing in this Executive Order impacts the applicability of a collective bargaining agreement regarding face coverings.

The Cook County Department of Public Health released a new mitigation Order that lifts the vaccination and masking requirements for CCDPH’s suburban Cook County jurisdiction. 

Masks are still required by federal order and in accordance with the Illinois Department of Public Health and CDC guidance in some instances.

The Cook County Department of Public Health (CCDPH) has issued a new mitigation order that goes into effect January 3 2022, for individuals and businesses in suburban Cook County. It requires businesses to require any individual 5 years of age and older to show proof that they are fully vaccinated against COVID-19 with an approved vaccine to enter the establishment. This includes restaurants, bars, banquet halls, coffee shops, gyms and other places. Similar to previous mandates and requirements, the new mitigation order is under the jurisdiction of the Cook County Department of Public Health (CCDPH). The Village’s authority as a non-home rule municipality does not allow for authorizing deviations from these orders. Compliance and/or enforcement of the mitigation order will be the responsibility of the Cook County Department of Public Health (CCDPH). Village Implements Mask Requirement Following CDC Recommendations 

Effective, Tuesday, August 10, the Village of Lemont is implementing a mask requirement for all employees and all persons that enter Village of Lemont municipal buildings, regardless of vaccination status. This includes the Village Hall, Police Department and Public Works buildings.

The Centers for Disease Control and Prevention (CDC) has updated recommendations for fully vaccinated people due to the Delta variant. Although the CDC states that infections happen in only a small portion of people who are fully vaccinated, even with the Delta variant, evidence suggest that fully vaccinated people who do become infected with the Delta variant can spread the virus to others. CDC recommends that to reduce the risk of becoming infected with the Delta variant and potentially spreading it to others, that fully vaccinated people wear a mask in public in indoor settings if they are in an area of substantial or high transmission.  As the Delta strand of cases increases, Cook County is currently at a “substantial” level of community transmission as reported by CDC - CDC COVID Data Tracker. Having the mask requirement back in place will help protect our employees as well as our visitors.

Lemont United Methodist Church holds a COVID-19 Vaccine Clinic

The Lemont United Methodist Church located at 25 W. Custer Street in Lemont will hold a COVID-19 Vaccine Clinic for the Pfizer-BioNTech COVID-19 vaccine on Tuesday, July 27. Suburban Cook County Moves into Phase 5 of the Restore Illinois Plan

Cook County Health Department has Announced Phase 5 Reopening for Suburban Cook County - https://cookcountypublichealth.org/2021/06/10/phase-5/.

The Illinois Department of Public Health website contains additional information for Phase 5 Guidance for Businesses and Venues. The guidance states it includes recommendations for all types of businesses and venues, customers, and employees in order to help maintain healthy environments and operations, as well as lower the risk of COVID-19 spread.

The following information is from Phase 5 Guidance for Businesses and Venues. Please refer to the full guidance for additional information.

  • For businesses and venues where everyone present is fully vaccinated, the state does not require face coverings and social distancing in both indoor and outdoor settings. Businesses and municipalities are permitted to continue requiring face coverings and social distancing as they deem appropriate.

  • For indoor businesses and venues where everyone present is NOT fully vaccinated, unvaccinated persons should wear a face covering and maintain six feet social distance. Businesses and venues may continue to require face coverings and/or social distancing. At outdoor businesses and venues, unvaccinated persons may choose not to wear a face covering when able to maintain a six-foot social distance while outdoors, unless required to do so by a business or municipality.

  • Although people who are fully vaccinated are not required to wear a face covering under state guidance, businesses and venues should be supportive of customers and employees who choose to wear a face covering.

  • In limited circumstances and settings, all individuals, including those who are fully vaccinated, must continue to wear a mask in accordance with CDC guidance: (1) on public transportation, (2) in congregated facilities, (3) in health care settings, and where required by federal, state, local, tribal, or territorial laws, rules, and regulations, including local business and workplace guidance.

Illinois Follows CDC and FDA Guidance, Advises Providers to Use Moderna and Pfizer Doses for Existing Appointments.

SPRINGFIELD – In accordance with recommendations from the U.S. Centers for Disease Control and Prevention (CDC) and the U.S. Food and Drug Administration (FDA), the Illinois Department of Public Health (IDPH) will pause the use of the Johnson & Johnson (J&J) COVID-19 vaccine out of an abundance of caution. The CDC and FDA are reviewing data involving six reported U.S. cases of a rare and severe type blood clot in individuals after receiving the J&J vaccine.

IDPH has notified all Illinois COVID-19 providers throughout the state to discontinue use of the J&J vaccine at this time. In order to keep appointments, IDPH is strongly advising providers to use Pfizer-BioNTech and Moderna vaccines.
Moderna and Pfizer make up the vast majority of doses on hand in the State of Illinois. This week, the state’s allocation of J&J was 17,000 doses. For the week of April 18, 2021, the expected allocation for the State is 483,720 total doses. Of that total allocation, 5,800 doses were expected to be J&J.
Per the federal health authorities, people who have received the J&J vaccine who develop severe headache, abdominal pain, leg pain, or shortness of breath within three weeks after vaccination should contact their health care provider. Patients with other clinical questions should contact their health care provider.
IDPH will continue to update the public as additional information becomes available.

South Suburban Region 10, which includes Lemont, has moved into Phase 4 of the Restore Illinois plan. This includes restaurants and bars open using social distance and groups up to 10 at a table. Stores can operate at 50% capacity. Groups of 50 or under are allowed to convene. Gyms and related classes can operate using social distancing. Most sports and sporting events will be allowed in Cook County. Region 10, City of Chicago, also moved into Phase 4. With the states coronavirus vaccination website launched today for those in Phase 1B, patience is still the key.

The website provides links to appointment bookings at participating pharmacies, and links to public health providers and mass vaccination sites which will notify you upon availability. Trying to schedule an appointment may require you to continue to revisit the pharmacy location of your choice frequently.

Region 10 Suburban Cook which includes Lemont moved into Tier 1 mitigations today. This includes limited indoor service at bars and restaurants, increased capacity for meetings, social events and gatherings and group recreation. Region 11, City of Chicago, also moved into Tier 1 mitigations. Detailed requirements for Tier 1 can be found on the IDPH website - Tier 1 Resurgence Mitigations. COVID-19 Vaccination

Governor Pritzker announced that on January 25, Illinois will move into the earliest stages of Phase 1B, but the federal supply of the vaccine is very limited. The Illinois COVID-19 Vaccination Administration Plan website will launch prior to Phase 1B opening with information on how those in Phase 1B wanting to receive the vaccine can find a nearby site and information about making an appointment. Guard-led sites plus additional pharmacy sites will begin vaccinating Phase 1B residents statewide and more named sites will become available as more of the vaccine becomes available. Vaccine appointments will be hard to get for a while until vaccine production increases.

The provided website is set to launch on January 25 with locations and appointment links is, https://coronavirus.illinois.gov/.

Patience and cooperation are being asked for as Phase 1B rolls out. It was reiterated that there will be no walk-ins at any of the locations. When you have an appointment, it is highly encouraged to show up just before your appointment time, and not hours sooner. Your slot will not be given away. Again, no walk-ins will be accepted at any of these locations. 

In addition, Cook County Health Department will soon be including a sign-up link on their website for the vaccine on their website, Link to CCDPH. It is our understanding that the “COVID Vaccination Survey” that they previously posted will become the sign-up page.

Vaccination Resources

The Cook County Department of Public Health (CCDPH) is responsible for coordinating the COVID-19 vaccination roll-out in our area. CCDPH will follow guidelines outlined by the Center for Disease Control (CDC) and Advisory Committee on Immunization Practices (ACIP) to vaccinate over 2.5 million residents in Cook County as quickly and efficiently as possible in an orderly fashion. This strategy includes working with partners to ensure equitable access to the COVID-19 vaccine. The Village continues to be in communication with County officials about the vaccination roll-out and will continue to update the community with new information. Below are several resources for more information on the vaccination. 

Vaccination Updates

Individuals that would like to receive regular updates about when and where they can receive COVID-19 vaccination can complete the CCDPH survey from the link below. Do not complete the survey if you are affiliated with a healthcare organization of any type. The CCDPH notes that the vaccination supply is still limited. High risk individuals (as defined by the CDC) are currently being prioritized. This form does not register individuals to receive the vaccination - CCDPH COVID Vaccination Update Sign-Up Form.

The COVID-19 Vaccination Plan in suburban Cook County will be rolled out in phases, based on national guidance. Currently, we are in Phase 1 of the distribution plan with vaccinations being administered to Group 1a of the plan. Visit Cook County Public Health Department for more information.

Governor Pritzker announced that on January 15, any region that has met IDPH metrics for a reduction of mitigations will be able to move out of Tier 3 of our mitigation plan. Since late November, all regions have been in Tier 3, the most stringent mitigations in response to COVID surging statewide. On January 15, regions can begin moving to Tier 2 or Tier 1 according to their metrics.

For a region to move into Tier 2, they need to meet the following metrics:
1. Test positivity rate below 12% for three consecutive days (7-day rolling average)
2. Greater than 20% available staffed ICU and hospital beds for three consecutive days (3-day rolling average)
3. A decline in the number of people in the hospital battling COVID-19 for 7 out of 10 days (7-day rolling average)
If things continue to improve in a region, Illinois Department of Public Health (IDPH) will reclassify accordingly to Tier 2, Tier 1 and back to Phase 4. If we continue mask wearing and social distancing, and get vaccinated when it’s time, we'll experience a robust recovery that I know we all look forward to.

Region 2 will have Tier 1 mitigations placed on Wednesday, November 4. All other regions (excluding Region 1) are currently operating under Tier 1 enhanced mitigation measures.

Region 1 (Boone, Carroll, DeKalb, JoDaviess, Lee, Ogle, Stephenson, Whiteside and Winnebago counties only) currently have Tier 2 enhanced mitigation measures in affect.

For Regions 1, 2, 3, 4, 5, 6, 7, 8 and 9, enhanced mitigations will be in effect in a region until that region is able to reduce its seven-day rolling average test positivity rate to or below 6.5% for three consecutive days. The 6.5% positivity rate target was selected by IDPH because it signifies a committed and aggressive reduction in the amount of infections in the region. When a region is at or below the 6.5% sustained positivity rate target for three consecutive days, the region will be allowed to return to regular Phase 4 guidelines without enhanced mitigations.

For Regions 10 and 11, enhanced mitigations will be in effect until the following metrics are met: 1) a decrease in the average test positivity rate to or below 6.5% over a three-day period; 2) a decrease in hospital admissions for COVID-19 like illness over a three-day period; and, 3) both ICU and medical/surgical bed availability at or above 20% over a seven-day period. If a region meets all metrics, the region will be allowed to return to regular Phase 4 guidelines without enhanced mitigations.

Region 10 Suburban Cook additional COVID-19 Mitigations - Governor Pritzker and the Illinois Department of Public Health (IDPH) announced COVID-19 resurgence mitigations will be implemented in Regions 4 and 10, which encompass Metro East and Suburban Cook County respectively, beginning at 12:01 am on Wednesday, October 28, 2020. Region 4 has had a 7-day rolling average test positivity rate of 8 percent or above for three consecutive days. Region 10 has had eight consecutive days of increases in test positivity and seven days of increased hospital admissions making it the first region in the state to meet the metrics for additional mitigations in this way and surpass warning levels in two categories simultaneously. The sustained increases seen in the regions exceed the thresholds set for establishing mitigation measures under the state's Restore Illinois Resurgence Plan.

The Illinois Department of Public Health website contains listings of COVID-19 testing locations at http://dph.illinois.gov/testing. Type in your city in the Search area of the map for locations near you. They do mention that it is not a comprehensive list of testing sites and locations are continuously being added as information is provided.  Also, that some locations have asked not to be named.

Face Coverings - Don't forget your mask! CDC recommends that you wear masks in public settings around people who don’t live in your household and when you can’t stay 6 feet away from others. Masks help stop the spread of COVID-19 to others.

Overview
  • Wear masks with two or more layers to stop the spread of COVID-19
  • Wear the mask over your nose and mouth and secure it under your chin
  • Masks should be worn by people two years and older
  • Masks should NOT be worn by children younger than two, people who have trouble breathing, or people who cannot remove the mask without assistance
  • Do NOT wear masks intended for healthcare workers, for example, N95 respirators
  • CDC does not recommend the use of gaiters or face shields. Evaluation of these face covers is on-going but effectiveness is unknown at this time.

As we head into Labor Day weekend, please practice social  distancing, wear a face covering and wash your hands frequently. Gatherings with family and friends is one of the top ways people contract the disease. On August 1, our positivity rate was 5.8% - as of September 1, it is 6.9%. Please do your part to stop the spread of COVID-19.
From the CDC: The virus is thought to spread mainly from person-to-person.
• Between people who are in close contact with one another (within about 6 feet).
• Through respiratory droplets produced when an infected person coughs, sneezes or talks.
• These droplets can land in the mouths or noses of people who are nearby or possibly be inhaled into the lungs.  

• Some recent studies have suggested that COVID-19 may be spread by people who are not showing symptoms.

Region 4 had additional mitigations imposed yesterday since the positivity rate continues to average greater than or equal to 8 percent. This includes no indoor service at bars and restaurants, no congregating while waiting for a table, no seating of multiple parties at one table and requires reservations. Most regions have seen positivity rate increases, including the Suburban Cook County Region 10 which includes Lemont. Data from CDC indicates Region 10 has a 6.6% positivity rate as of August 30 and is currently on the CDC warning list along with over 30 other counties   - https://dph.illinois.gov/regionmetrics?regionID=10.

UPDATED MASK POLICY - Our Businesses are depending on you to help protect their staff. The UPDATED MASK POLICY requires customers to wear masks at ALL TIMES when interacting with staff. When wait staff comes to your table, put your mask on, when they bring your food, put your mask on. When outside and you pass someone, put your mask on. We need to move in the right direction for our businesses and economy. KEEP UP TO DATE ON THE REVISED GUIDELINES.
CHICAGO—The State of Illinois today announced revised guidelines for restaurants and bar establishments statewide to operate safely and help prevent the spread of COVID-19.  Based on a recent increase in cases, these latest guidelines will require patrons to wear a mask during any interaction with wait staff, food service workers and other employees at bars and restaurants. Face coverings must be worn over the nose and mouth when patrons are approached and served by staff, including but not limited to when employees take patrons orders, deliver food and beverages, and service tables. This guidance will also apply to other facilities with food services areas that are currently subject to the Restore Illinois guidance, such as indoor recreational facilities, museums and entertainment venues.

Going in the wrong direction...Region 7 which includes Will and Kankakee counties, has exceeded IDPH criteria and will have new mitigation requirements to follow. Emergency Rental Assistance Application Extension - The Illinois Housing Development Authority (IHDA) has extended the deadline for Illinois renters to apply for aid until Friday, August 28 at 12:00 p.m. Landlords will be given an additional two days, through Sunday, August 30, to complete their portion of the application. The Emergency Rental Assistance (ERA) program will provide $150 million in total for renters to cover missed rent payments with a maximum grant award of $5,000 per applicant. Region 4 New Mitigation Requirements - The IDPH announced that effective today, August 18, Region 4, which includes Bond, Clinton, Madison, Monroe, Randolph, St. Clair and Washington counties, will operate under new mitigation requirements. Region 4 has exceeded IDPH criteria that trigger additional mitigations to combat a resurgence of COVID-19 and prevent uncontrollable spread. These new mitigation requirements apply when a region’s positivity rate averages greater than or equal to 8 percent for three consecutive days.

The new mitigation measures include earlier closing times for bars and restaurants, requires reservations, reduces tables to 6 people, limits gatherings to 25 guests or 25 percent of room capacity and all reception halls closed. Emergency Rental Assistance Program  - goes into effect today to support tenants unable to pay their rent due to a COVID-19 related loss of income. IDPH Emergency Ruling -The IDPH has imposed an emergency rule regarding the use of face coverings for any business, service, facility or organization or school. Any business, service facility, organization, day care centers, schools, shall take reasonable steps to require employees, customers, students, and other individuals on the premises, who are over the age of two and able to medically tolerate a face covering to cover their nose and mouth with a face covering when on premises and unable to maintain at least a six-foot social distance. This requirement applies whether in and indoor space or an outdoor space.

This emergency rule also prohibits gatherings of more than 50 people (or gatherings of 50% or more of a building’s maximum occupancy if 50% of a building maximum occupancy is less than 50 people).

Emergency Travel Order - The City of Chicago Emergency Travel Order webpage includes updates and FAQ's. The order was put in place in response to increased and high rates of COVID-19 transmission in certain states within the United States, and to add to Chicago’s efforts to contain the spread of COVID-19, the City is issuing an order applicable to anyone coming into the City from designated states that have a significant degree of community-wide spread of COVID-19. This includes both Chicago residents returning from travel to a designated state, and travelers arriving in Chicago from a designated state. Anyone traveling from a designated state is directed to self-quarantine for a 14-day period or the duration of their time in Chicago, whichever is shorter, from the time of last contact within the designated state, subject to the limited exceptions outlined in the ‘Exceptions tab’.

The second installment of Cook County property tax bills are due August 3, and it was announced today, the due date has been extended two extra months to October 1 with no penalty. It’s May 1 and it’s still hard to believe that we are living in a pandemic. We want to thank all of our residents that are abiding by the stay-at-home order and social distancing requirements. It takes each one of us to do our part so that we can all help reduce and stop the spread of the COVID-19. Thank you!

Governor Pritzker’s Executive Order of May 1, 2020
Governor Pritzker Executive Order 2020-32 extends the Stay at Home Order 2020-10 with modifications. The order can be viewed here, https://www2.illinois.gov/Pages/Executive-Orders/ExecutiveOrder2020-32.aspx. Some additional items included in Section 1. Public Health Requirements for Individuals Leaving Home and for Businesses include:

  • Wearing a face covering in public places or when working. Any individual who is over age two and able to medically tolerate a face-covering (a mask or cloth face-covering) shall be required to cover their nose and mouth with a face-covering when in a public place and unable to maintain a six-foot social distance. Face-coverings are required in public indoor spaces such as stores.
  • Under the requirements for essential stores, the use of reusable bags is discontinued. Households must limit the number of members who enter stores to the minimum necessary as determined by the store.
  • Essential Businesses and Operations shall comply with social distancing requirements as defined in the Executive Order, including maintaining six-foot social distancing for both employees and members of the public at all times, including, but not limited to, when any customers are standing in line.
  • Non-Essential retail stores may re-open for the limited purposes of fulfilling telephone and online orders through pick-up outside the store and delivery – which are deemed to be Minimum Basic Operations.

Additionally, in Section 2. Stay at Home; Social Distancing Requirements; and Essential Businesses and Operations continue:

  • With the exceptions outlined in the order, all individuals currently living in the State of Illinois are ordered to stay home or at their place of residence except as allowed in the Executive Order. Leaving the home for essential activities is permitted, as defined in the order, only to perform essential activities, and must follow the social distancing requirements set forth in the order, including wearing face coverings when in public or at work:
  • For health and safety, such as seeking emergency services, obtaining medical supplies or medication, or visiting a health care professional.
  • For necessary supplies and services.
  • For outdoor activity, provided the individuals comply with social distancing requirements, by way of example and without limitation, walking, hiking, running and biking. Fishing and boating in groups of no more than two people is permitted. Golf is permitted only when following the guidelines by the DCEO. Playgrounds may increase spread of COVID-19 and therefore shall remain closed.
  • For certain types of work as defined in the order.
  • To take care of others – family members, friends, or pets in another household, or to transport family members, friends or pets as allowed by the order.
  • To engage in the free exercise of religion, provided such exercise must comply with social distancing requirements and the limit on gatherings of more than ten people in keeping with the CDC guidelines for the protection of public health. Religious organizations and houses of worship are encouraged to use online or drive-in services to protect the health and safety of their congregants.

COVID-19 Testing Guidance
Anyone with COVID-19-like illness or symptoms can get a test, even without a doctor’s order as defined by the IDPH COVID-19 Testing Guidance document. Testing locations vary and may have limited testing availability. 

As testing capacity expands, testing is now available for people who:

  • Have COVID-19 symptoms (cough, shortness of breath and fever) OR
  • Have a risk factor, such as
    • Contact with someone confirmed to have COVID-19
    • A compromised immune system or a serious chronic medical condition

Testing is also available for those with or without symptoms who:

  • Work in a health care facility
  • Work in correctional facilities, such as jails or prisons
  • Serve as first responders, such as paramedics, emergency medical technicians
  • Law enforcement officers or firefighters
  • Support critical infrastructure, such as workers in grocery stores, pharmacies, restaurants, gas stations, public utilities, factories, childcare and sanitation

Metra Heritage Corridor Line Schedule Change - Effective Monday, May 4, the Heritage Corridor Line schedule will be temporarily reduced to one inbound trip in the morning and one outbound trip in the evening. The new schedule can be viewed at https://metrarail.com. Metra stated that the temporary changes are being made due to very low ridership under the current schedules, which are already reduced from the regular weekday schedules. All trains will have enough cars for customers to be able to practice social distancing, and Metra will be prepared to add trains when ridership begins to return to normal.

Face Coverings - As we mentioned in our 4/27/2020 Governor Pritzker update, citizens will be required to wear face coverings or mask effective May 1, when in a public place where they cannot maintain a six-foot social distance. Governor Pritzker announced in a April 23 press conference that next week he will implement an extension of his stay-at-home executive order with modifications through the end of May. Information will be posted when the executive order becomes available.

One of these modifications requires individuals to wear a face covering or a mask when in a public place where they cannot maintain a six-foot social distance like in indoor spaces such as stores. This new requirement applies to all individuals over the age of two who are able to medically tolerate a face covering or a mask. You can order fascial coverings from Eich’s Sports, Lina Embroidery and there are several how-to videos and other businesses you can order them from.

Village Operations

The Village is providing essential services while we keep you safe and keep our employees safe. The Village Hall and Police Department are partially open during regular hours, Monday through Friday, 8:30 am – 5 pm. The front door into the inside vestibules are open, but you cannot access the lobby areas.

Bins are in the vestibules to drop in tickets and utility payments. Checks only will be accepted at this time. At the Village Hall, a bin for the Building Department is also available to drop off contractor and permit applications and other building documents.

Staff is working inside the building and retrieving items from the bins several times during the day. They are answering the phones, processing payments and working on rotated schedules to make sure we adhere to social distancing.

There are numerous ways to pay bills. You can mail them, pay online with no credit card fees, or sign up for utility direct debit payments. A dropbox is available 24 hours 7days a week at the 416 Main Street vestibule. Visit  our website "Online Payments" page for information.

Thank you to those that have submitted your 2020 Census form. If you have not yet submitted it, please do so. You can respond online or by the phone number on your invitation. They will also be sending a paper form to those that have not completed their census yet. So, if you do receive a paper form, please complete it and send it in.  COVID-19 has most definitely impacted our financial situation. The need is so great at this time for you to complete and submit your 2020 Census form so that we receive part of the federal and state funding that we will desperately need moving forward. It’s important to understand that these are known confirmed cases and that the actual number of cases is most likely higher. The information is updated daily to show how the confirmed cases of COVID-19 are increasing and the need for social distancing, staying at home and taking the necessary preventive measures to slow the spread of the disease is essential. Face Coverings - The Center for Disease Control recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies) especially in areas of significant community-based transmission. The cloth face coverings recommended are not surgical masks or N-95 respirators. Those are critical supplies that must continue to be reserved for healthcare workers and other medical first responders, as recommended by current CDC guidance.

It is critical to emphasize that maintaining 6-feet social distancing remains important to slowing the spread of the virus. CDC is additionally advising the use of simple cloth face coverings to slow the spread of the virus and help people who may have the virus and do not know it from transmitting it to others. Cloth face coverings fashioned from household items or made at home from common materials at low cost can be used as an additional, voluntary public health measure.

Executive Order 2020-18 - Governor Pritzker has issued Executive Order 2020-18. Among other extensions, this Executive Order extends the orders for School Closures, Stay at Home and Social Distancing, through April 30, 2020. We must all do our part and abide by this Executive Order to help reduce the spread of COVID-19.

The order states that the number of suspected COVID-19 cases in Illinois is increasing exponentially and across more locations in Illinois, indicating that drastic social distancing measures are needed, even in communities where confirmed cases have not yet been identified, to reduce the number of people who become sick at any given time and the possibility of exhausting our health care resources.

In addition, for the preservation of public health and safety throughout the entire State of Illinois, and to ensure that our healthcare delivery system is capable of serving those who are sick, he finds it necessary to take additional measures consistent with public health guidance to slow and stop the spread of COVID-19.

2020 Census - April 1 is Census Day! If you have not completed your form online, the Census Bureau will be mailing forms to household that have not yet submitted their census. Please complete the paper form and mail it in. You also have the ability to call in to complete your information, but the call volumn is very high at this time, and people are reporting that they are not able to get through. Health Department Confirmed Case Maps - Cook County and DuPage County health departments are providing information on their websites of confirmed cases by town. It’s important to understand that these are known confirmed cases and not the number of cases. The information is updated daily to show how the confirmed cases of COVID-19 are increasing and the need for social distancing, staying at home and taking the necessary preventive measures to slow the spread of the disease is essential. 

Residents have reached out to us asking for information about the names and addresses of those in Lemont with confirmed cases. We are not provided with this information. While we understand the anxiety of wondering if someone you or a family member has come into contact with has the COVID-19, again, we are not provided any of this information. Illinois Secretary of State Office and Driver Service facilities are CLOSED to the public through April 7, 2020. Expiration dates for driver’s licenses, ID cards, vehicle registrations, etc., have been extended. Please read the Secretary of State media release and FAQ’s available on their main website page. Executive Order 2020-10
On March 20, 2020, by Executive Order 2020-10, Governor Pritzker ordered a shelter-in-place effective Saturday, March 21, beginning at 5:00 p.m. through Tuesday, April 7, 2020, to help slow the spread of the COVID-19. All individuals currently living within the State of Illinois are to stay at home or at their place of residence except as allowed in the Executive Order.

The Village of Lemont is encouraging all residents to comply with the Governor’s order to stay at home in response to the COVID-19 outbreak in Illinois. Residents can still go to grocery stores, gas stations, medical offices, banks, hardware stores, and other essential service locations as necessary. Also, we ask that residents do not hoard essential items, as there will be enough if we all purchase only what is needed. Carryout, delivery and pickup is still available at participating restaurants; please patronize our businesses during this very difficult time.

Waste Management - As they take the necessary steps in response to social distancing recommendations, potential mitigation activity, and declared local states of emergency. Effective March 18, 2020, WM is temporarily closing residential call centers to help prevent the spread of the coronavirus. They are actively coordinating remote operations to serve customers during this situation with the goal of resuming residential call handing as soon as possible. Executive Order 2020-8
By Gov. Pritzker -  Section 1. During the duration of the Gubernatorial Disaster Proclamation and for a period of thirty days following its termination, the following statutory provisions are suspended: (1) provisions of the Illinois Vehicle Code, 625 ILCS 5, providing for the expiration of vehicle registrations, driver’s licenses, permits, and parking decals issued by the Secretary of State; (2) provisions of the Illinois Identification Card Act, 15 ILCS 335, providing for the expiration of temporary and standard identification cards issued by the Secretary of State; and (3) hearings conducted by the Secretary of State pursuant to the Illinois Vehicle Code, 625 ILCS 5/2-118, and the Secretary of State Merit Employment Code, 15 ILCS 310/9.

Executive Order 2020-07
By Gov. Pritzker - Section 2. Beginning March 18, 2020, all public and private gatherings in the State of Illinois of 50 people or more are prohibited for the duration of the Gubernatorial Disaster Proclamation. A public or private gathering includes community, civic, public leisure, faith-based events, sporting events with spectators, concerts, conventions, and any similar event or activity that brings together 50 or more people in a single room or a single space at the same time. This includes venues such as fitness centers/health clubs, bowling alleys, private clubs, and theatres. This does not include venues that provide essential goods or services such as grocery stores, hospitals, pharmacies, gas stations, banks/credit unions, and shelters. This order amends Section 1 of EO 2020-04, which prohibited gatherings of 1,000 people or more.

Village of Lemont - Village Facilities Operations - The health, safety and well-being of our residents and business owners are among our highest priority for the Village of Lemont. As concerns over the spread of the COVID-19 grow, we are taking precautionary measures to help reduce the risk of the spreading of the Coronavirus as we receive orders and guidance from the Federal Government and the State of Illinois.

Effective immediately, we are making some modifications to the services that we provide at the Village Hall, Lemont Police Department and Public Works Department by taking measures to minimize health risks to our employees and visitors. Only our vestibules will be open to the public with available bins to place bill payments and other items in. Only checks will be accepted, and other arrangements have been made for the Building Department and Police Department. Online payments are still available.

Per March 16, 2020, Executive Order in Response to COVID-19 No. 5, beginning at 9 p.m. through March 30, 2020, all businesses in the State of Illinois that offer food or beverages for on-premises consumption - including restaurants, bars, grocery stores and food halls, must suspend service for and may not permit on-premises consumption. Gov. Pritzker announced on March 15, the temporary closure of bars and restaurants in the State of Illinois, be closed at 9:00 p.m. on Monday, March 16. Carryout, delivery, and drive through services are still available. We will continue to share posted information from our restaurants. Last week we were in prevention mode, sharing information on what the symptoms of the Coronavirus are and what preventions to take. Since this time, guidance and orders have come from the State of Illinois and Cook County on reducing the spread of COVID-19, which we are following. With these orders and guidance in place, schools were closed and events were postponed or canceled, including the State of the Village Address, in an effort to reduce the spread of COVID-19.

Many states, including Illinois, have issued a State of Emergency. This allows for more federal support and activates the state’s emergency operations center. Also, the federal government issued a National State of Emergency on March 13 for further support and relief efforts.

We are following the precautionary measures provided to us and asking residents to minimize the spread of the COVID-19 as much as possible. This includes the consideration of cancellation of large gatherings and social distancing. We need to reduce social contact and follow the provided Social Distancing information from the Illinois Department of Public Health.

Summary of Social Distancing

  • Protecting yourself and your community.
  • Shopping at off peak hours.
  • Take advantage of pick-up and delivery services with retailers.
  • Work with your employer.
  • Keep at least six feet between you and others.
  • Avoid public transit if possible and don’t travel to areas with active outbreaks.
  • Avoid crowded places. 
  • Events with 1,000 or more people have been canceled.
  • Community events with 250 or more recommended be canceled or postponed.
  • Major sports events are canceled.

Social distancing actions must be taken very seriously in order to reduce the spread of COVID-19. Please share this important information with your family on taking these measures. We all need to do our part to take the necessary precautions to reduce the chances of spreading the coronavirus. It’s one thing to get it and not have that severe of symptoms, but others may need more care and must be hospitalized. Reducing the spread will reduce the demands on hospitals and infrastructure.

As a community, we all need to educate ourselves on the preventative measures as we go about our daily lives. We ask that residents use precautionary measures and learn about how the Coronavirus is contacted, the best preventions, what the symptoms are, and what to do if you think you’ve contracted the virus.

The Coronavirus is an emerging, rapidly evolving situation and the Center for Disease Control (CDC) will provide updated information as it becomes available. Their website is an excellent resource to get accurate and up-to-date information related to Coronavirus - CDC website.

How Does the Coronavirus Spread?
Coronavirus can spread from person to person through small droplets from the nose or mouth, including when an individual coughs or sneezes. These droplets may land on objects and surfaces. Other people may contract the Coronavirus by touching these objects or surfaces, then touching their eyes, nose or mouth.

Symptoms of Coronavirus
Symptoms of Coronavirus may appear within 2 to 14 days after exposure and include fever, cough, and shortness of breath.

Prevention
The Center of Disease Control recommends taking every day preventative actions, including:

  • Wash your hands often with soap and warm water for at least 20 seconds, especially after going to the bathroom, before eating, after blowing your nose, coughing or sneezing.
  • If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if hands are visibly dirty.
  • Cover your mouth and nose with your bent elbow or tissue when you cough or sneeze. Then throw the tissue in the trash immediately.
  • Avoid touching your eyes, nose and mouth.
  • Stay home when you are sick.
  • Avoid close contact with people who are sick.
  • If you have a fever, cough and difficulty breathing, please seek medical attention. Call ahead before visiting your doctor.
  • Do not share water bottles or similar containers.
  • Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe (doorknobs, push bars, railings, elevator buttons, etc.).
  • Also, if you are a business owner, please consider posting proper handwashing posters and signs in your bathroom locations to encourage good hygiene.
