Lawn Sprinkler and Commercial RPZ Certifications

The Village of Lemont has contracted with Backflow Solutions, Inc. (BSI) to administer our cross-connection control / backflow tracking program. The Village will be utilizing BSI Online for all test report submittals.

All annual backflow assembly test reports must be submitted electronically by the testing company via the BSI Online system. There is a filing fee, which is set by BSI, per test report submitted.

Each resident / business who owns a backflow assembly (RPZ valve) will receive a notification letter from BSI with a Customer Confirmation Number (CCN). This number must be given to the tester in order for the reports to be properly filed with BSI.

FAQs

1. I have not had my backflow device (often called an RPZ) tested. What should I do?

Please contact a local plumber or local irrigation maintenance company and ask if they are licensed to perform a backflow device test on your device. After they test the device, they will upload the test results directly to the Village of Lemont’s testing service agent Backflow Solutions, Inc. (BSI). BSI also maintains a list of authorized testers on their website that you can reference and contact for testing.
2. I have already tested my device but still received this letter. What happened?

Please reach out directly to your testing company. If the device was tested but you still received this letter, it is likely that the testing company did not send the test results to the right place, or they may have entered some information wrong when the upload occurred. Your testing agent should reach out directly to BSI to confirm who uploaded the document, to what system, and on what date.
3. I no longer use my irrigation system, so I don't test my device. How do I prove I don't use this anymore?

In order to remove your irrigation system profile from the backflow device tracking system, a Village of Lemont Plumbing Inspector must perform an inspection to confirm the system is shut down and the device is removed. Please go the Village of Lemont’s Building Permit portal and submit an application for an “Irrigation Permit”. The first question about “applicant” contains an option to state “I am applying as the Homeowner of the property and will perform an irrigation system disconnection only”. 4. I have removed the RPZ device. Is that enough to "disconnect" the system?

Unfortunately, no. Not only must the device be removed, but the Illinois Plumbing Code also requires any piping longer than 2’-0” feeding the irrigation system to be removed. Part of the inspection on the disconnection of the system is to ensure the plumbing pipes feeding the irrigation system have been property cut and capped off. The installation of a valve alone to shut off the system is not sufficient.
5. I believe this letter has been sent to me by mistake. Who do I reach out to?

The letters were sent to all addresses we have on record as previously having an RPZ installed, and not having a valid annual test on record. Please reach out to Public Works and speak to the Water Department about this issue at 630-257-6277. Their team can look up your account, verify the last date of inspection and verify the address contact information on record. In case there had previously been an RPZ at this address that is now removed, please see FAQ #3 about the process to verify the system is properly shut down per the requirements of the Illinois Plumbing Code.
6. I am on a well or my water bill does not come from the Village of Lemont, but from a neighboring community. Why am I receiving this notice? Can you shut-off my water?

Unincorporated addresses and addresses with Lemont listed as the “city” may have mistakenly been added to our database over the years. Please contact Public Works and speak to the Water Department about this issue at 630-257-6277. Their team can verify your address / location and determine if it should be removed from our database.
